ICT Solutions for Disaster Management by Integrating Broadcast and Data Communications Technologies (CAP/EDXL-DE)
In recent years, natural disasters have been increasing worldwide. For developing countries, in particular, the introduction of disaster prevention systems that transmit emergency information to the general public has become an important issue. Based on many years of local needs surveys, JTEC is launching solutions that link communication and broadcasting, and is working on system development and support for local implementation.
JTEC has developed a prototype of this system and successfully implemented it in local state-owned broadcasting stations in El Salvador and Nicaragua in Central America. Through technical cooperation with a Swiss international cooperation organization, it is now possible to transmit real-time earthquake early warnings. The local governments highly value the technological potential of this system, and plan to cooperate in conducting demonstration experiments in both countries on a system that transmits emergency information by mutually complementing and linking broadcasting and mobile, including the use of cell broadcast functions in the future.
The aim is to realize a total system that can transmit emergency information “anytime, anywhere, as quickly as possible” even in developing countries, including rural areas where mobile phones are not widespread, and even in the event of a disaster. JTEC will contribute to disaster prevention and mitigation in developing countries by deepening technical verification of this system in cooperation with local communities, and by supporting the establishment of operations.

CAP (Common Alerting Protocol):
Standard protocol for aggregating disaster prevention information
EDXL-DE (Emergency Data Exchange Language – Distribution Element):
Standard protocol for transmitting CAP for each purpose (opening conditions such as destination and location)
