APT Senior Executive Policy Training Workshop Held

— Training conducted on themes including DX, digital connectivity, and AI governance

JTEC held the “Training Workshop on Policy Development for High Level Officials” in Tokyo from February 2 to 5, 2026, commissioned by the Asia-Pacific Telecommunity (APT). This training was conducted for senior officials from ministries of information and communications and related agencies in the Asia-Pacific region, with the aim of strengthening ICT policy development capabilities and promoting regional cooperation. Senior officials from 5 countries—Cambodia, Laos, Malaysia, Mongolia, and Nepal—participated in this workshop.

At the opening ceremony, remarks were delivered by APT Secretary General Kondo, Mr. Kiriyama, Deputy Director-General of the International Strategy Bureau of the Ministry of Internal Affairs and Communications, and Mr. Minami, Chair of the Board of JTEC, highlighting the direction of Japan’s digital policies and the importance of international collaboration.

During the training, participants shared the current status, challenges, and institutional development of ICT policies through country report presentations by each national delegation, and held discussions on the following key themes.

Digital Transformation (DX)

Introduced Japan’s initiatives to promote DX in local governments, develop digital talent, and implement industry–academia–government collaboration models, and shared policy insights toward improving administrative efficiency and realizing an inclusive digital society.

Digital Connectivity

Based on technology trends such as satellite communications and Open RAN, discussions covered the importance of ensuring connectivity—including in rural and remote island areas—and the spillover effects in education, healthcare, and disaster management.

■ Trust & Safety (Cybersecurity)

Through topics such as critical infrastructure protection, countermeasures against cyberattacks, and examples of private-sector initiatives, participants deepened their understanding of how to balance DX promotion with ensuring security.

■ AI Utilization and Governance

Participants shared the status of AI adoption and risk perceptions in each country, and exchanged views on the social implementation of AI, international cooperation, and human resource development.

Site Visit Program

During the training period, the following site visits were also conducted.

  • NTT e-City Labo (Local 5G demonstrations and a regional DX model)
  • NTT DOCOMO BUSINESS SOC (Security Operations Center)

This enabled participants to directly observe Japan’s demonstration cases and operational sites, deepening their understanding from both policy design and implementation perspectives.

Through this training, participants clarified policy challenges in their respective countries, deepened their understanding of Japan’s initiatives, and strengthened personal networks among high-level government officials.

JTEC will continue to collaborate and cooperate with APT, the Ministry of Internal Affairs and Communications, and other partners to promote support for human resource development in the ICT field in emerging and developing countries in the Asia-Pacific region.
