１．Mission of the Project

The mission of the project is to provide the platform for availability and utilization of ICT various electronic information as well as telephone services throughout the rural areas in Myanmar, serving the people in rural areas for improvement of their life environment and quality of life.

２．Objective

To conduct a research to identify what will be applicable ICT for narrowing the digital divide in the rural areas of Myanmar and concrete measures for the deployment, and thereby serves to upgrade the rural telecommunications infrastructure in the future.

３．Project Activities

• To launch a joint research project between Myanmar and Japan for modeling the ICT systems deployable in the rural areas throughout Myanmar.
• To install and experimentally operate a pilot ICT center for the above-mentioned policy, and to identify the challenges in terms of system, technology and operation.
• To finalize a proposal summarizing the conclusions of the foregoing joint research on the design of the affordable and sustainable system, the operation thereof and the means for deployment, etc.

４．Duration of the Project

• Expected duration of the joint research project will be at least one year and a half starting from the installation and experimental operation of a pilot ICT center until the finalization of a proposal.
• Subsequent to the execution of the MOU, the joint research has started in November, 2013, while installation of the pilot ICT center will start in March, 2014 and the experiment starting in April.
• An Interim report is scheduled to be available in June, 2014. Furthermore, extensive experiments on the services and applications will be made available by the pilot ICT center for the purpose of identifying its applicability to public services, education, health and medical services, agriculture, prevention of natural disaster, community activities, etc.

５．Implementation Framework of the Project

• On the Japanese part, JTEC will coordinate the project as the secretariat.
• On the Part of Myanmar, Myanmar Computer Federation (MCF) will take a leading role in the execution of the project.
• It is expected that the relevant agencies of the both countries are to be involved in this project.

JTEC was established in 1978 as the public and independent organization assigned to provide international cooperation specialized in ICT. The mission of JTEC is to enhance mutual understanding and cooperation between developing countries and Japan and to support globalization of ICT industry of Japan through consulting services, cooperation in implementation of Communications projects, etc. in relation to telecommunications and broadcasting (herein referred to as the “Communications”).

MCF was established by the government of the Republic of the Union of Myanmar in 1998 by the promulgation of “Computer Science Development Law” in 1996. The mission of MCF is to contribute towards the emergence of a modern developed state through ICT. MCF is the official federation – umbrella organization of all official computer-related associations, working groups, technical committees in the Republic of the Union of Myanmar. MCF is comprised of over ten thousand IT student & professional members, six hundred corporate members and over a hundred thousand young basic education student members.
